These ears are super cute and easy to create! What's the secret to how the braids keep their shape? Hair-colored pipe cleaners from the dollar store. Works for short to medium length hair.
What you will need:

Pipe cleaners are a fun craft supply for young kids and can be found at most dollar stores and craft stores. One will cut in half will be enough for this project. The idea is that the hair covers the pipe cleaner, so you could try colored ones, but it's easier if you don't have to worry about the color showing, so try to get hair colored ones.
Step 1: Gather a small section of hair on one side of the head, close to the face, about where you want the kitty ear to go. Add half a pipe cleaner to the section of hair. I would advise not tying it off with a pony tail holder, unlike the picture, unless you're okay with it showing in the final product. Just pinch it with your fingers rather than using a holder.

Step 2: Braid the hair starting at the root all the way to the end and tie it off. (I did a awful job of this step)

Step 3: Now comes the fun part! The pipe cleaner keeps the braid stiff so you can form it into a triangle on top of your head. Use bobby pins to pin the triangle close to your head and secure the end. Unless your hair is quite short, there will be a tail leftover. Coil the tail around the base of the kitty ear, pinning as you go, until you reach the end. Remove the pony tail holder and secure the end.

Step 4: Repeat steps 1-3 on the other side.
That's it! These would be great for a costume or to for just any old day that needs something special. Thanks to my wacky, awesome, little sister for letting me experiment with her hair.
